A few years ago the group which own the East Kent Mercury and sister titles put in a bid to buy the group which own the Express which was knocked on the head by the Office of Fair Trading as their view would be one 'local paper' would be restricting all important 'competition'.

Withe the Express being run down perhaps it might be time for reconsideration of the project?

Express circulation is falling but perhaps that combined with the EKM circulation of c.9000 would at least leave one viable newspaper, possibly with enough journalists to cover local news, rather than relying on stuff rehashed from the interweb and used as on-line click-bait which no-one seems to have found a model to monetise.
