The NHS works on the basis of residency. If you are resident, then you receive healthcare free at the point of need. Your tax record, or your passport, are not relevant. The UK does have a bilateral health agreement with Australia, which is based on immediately necessary care while on a temporary visit from one country to the other. If he's had this done privately, that is whole new line of questioning!
