  Howard, my point is that, like so many agencies, the police do work on statistics therefore the number of reported incidents pushes up the figures to a point where something more will done. Not bothering to report just means that when somebody brings it up the response will be that, "no one has complained before". With resources stretched it is difficult to convince them that resources should be directed at a problem area if there is no record of it being a problem.
