So once again the idea should be put down because there is an element in society that behaves in an anti social manner? At what point do you look at the depressing aspects of the town and say, "something positive can be done so let's do it and find ways to keep it nice"?
A community garden is just that, a community thing. If you see litter, pick it up. If you see someone breaking in or trespassing when closed, phone the police. Far better to take action and build a community spirit rather than just give in to those with no aspirations. Picking up an empty can or calling the police (so that it increases the statistics to a point where they have to take action) would be far more effective than doing nothing, other than sitting back and moaning that the council, police or whatever body should do it all for you.
