    Whilst I in no way condone the alleged bad behavior, isn't this a little six of one and half a dozen of the other. The other question is, was the car wash there when you moved in and had the previous occupants experienced problems?


    To answer your question, Dave, there was an illegal car wash in place when I bought the house that had NO planning permission and was in breach of a covenant which covers the land that the car wash sits on, that states there should never be a car wash business ran from the site.

    Shortly after we moved in, the Council forced the car wash operator at the time, CMW Group, to apply for planning permission. The Council’s own planning officers recommended that planning permission should NOT BE GRANTED, and that the listing of Castle Hill House was pending to be upgraded from Grade II to Grade II* listing.

    DDC Planning Committee knew that DDC’s own planning officer had stated that the planning permission should not be granted; DDC Planning Committee also knew about the Secretary of State looking into upgrading the historic listing of the building. Unfortunately DDC Planning Committee decided to go against their own planning officer’s recommendation and not wait for the Secretary of State’s decision. Contrary to everything DDC’s Planning Committee had been advised to do, they went ahead and granted planning permission with a number of conditions which they believed would help protect the residential amenity of the adjacent residents, and the historic listed buildings. These conditions are the ones that Mr Pishtiwan Karim breaches multiple times a day and even when told by DDC, refuses to adhere to.

    For those who don’t know, Castle Hill House was updated to Grade II* listed two weeks after the Planning Committee’s decision to grant planning. If the council had adjourned their decision till after the Secretary of State’s decision, as they should have done, planning for the car wash would have never been granted, as it runs contrary to both DDC’s planning guidelines as well as national planning guidelines on conservation areas and the protection of Grade II* listed buildings.

    Yours other enquiry about whether the previous owners experienced any problems. Yes they did. Bob Adams, the previous owner, himself told me that he was very upset by the opening of the illegal car wash and remarked it’s such a shame the house used to be so peaceful before all this started.

    One also has to remember that the car wash that was run by CMW Group kept within the conditions set by DDC on how to operate a car wash; their car wash operation closed in April 2016, and no other car wash operated on the site, until Mr Pishtiwan Karim rented the site from March 2020. One also has to remember from day one of Mr Karim's opening of the Ramyar car wash he intentionally ignored to adhere to every single condition of planning - that is why planning should be voided or withdrawn. It's to do with ignoring planning conditions, it would be the same as any other development that ignores the conditions that they are granted planning under.
