  I agree Bern that govrnments should not be afraid of saying they've got it wrong.
  
  But I think the point is that people expect the government with its huge resources to get it right first time. Not consult lobby groups after they've made a decision but before they make a decision and certainly before a vast amount of money and time has been spent. ''U-turns'' show lack of joined up thinking and cost the country money we can ill afford. It makes the government of the day look silly and inept and leads to ''We told you so'' type comments.
