It is not so much that it is caused by air con, etc, more that certain temperatures are more conducive to it multiplying. As Ian says, you have to avoid storing water at a temp of between 60 and 19. If you have a shower or tap you do not use very often, you should run it thoroughly at least once a week to get rid of "old" water. As for the Russians, I suspect their "holy water" had been stored for some time in bottles before drinking. Any water can grow bugs if left long enough.
