  Going away from this particular issue but with a similar problem is snow clearing outside one's house. Most of us do it but the result can be that the damp area left turns slippery and people fall because they expect it to be dry after the snow has been cleared. This issue came up in the days of the Coalition cobbled together Government during a bad Winter and the question was asked about legal responsibility. Various Ministers were wheeled out and told us to use our common sense, alright for those who don't have a stretch of pavement close to their house to pontificate.
