If only this sort of behaviour could be associated with that common failing in the young, the thinking that things will be all right, nothing can go wrong. Part of which leads to bungee-jumping and other dangerous sports/activities.
Then dog-ownership could be restricted to those over 24 or so.
Alas this may not be so.
Another sure-fire solution might be to 'encourage' young people to take-up dangerous adventuring, but we would run up against the usual problem...only those who would not be such a problem in the first place would take part.
The legalisation, registration and control of drugs and the hefty punishment of contraband suppliers would go a long way to dealing with the recalcitrant few.
We of the old-fogey variety must embrace the young, in a manner of speaking. Facilitation rather than blanket condemnation.
