Maybe a designated dogging area could benefit the town.
The council could charge for parking, rent out binoculars and blow-up trees
Sell t-shirts ( I love dogging in Dover).
We could become the dogging capital of the EU, attracting the best international dodgers.
We could get charley boy and the labour lady hopeful to cut the opening ribbon
