pcso's are much more likely to catch dog fouling, littering and the like than a normal police officer.
i believe that they have the powers to issue on the spot fines to transgressors, a lot depends on whether it is a good psco that sees such things, or a not so good one that turns a blind eye.
you mention cameras, but the worst places for dog fouling in town are covered by CCTV.
