It must be one of the first signs of spring that a thread starts up on the forums about dog poo; it's a perennial problem that will not go away. I'd like to see a dog licence reintroduced and the proceeds go to local councils to pay for the streets to be cleaned. Either that, or to pay for Howard to tackle offending owners; he has a good track record on that!

Being pragmatic about it, there are so many owners that leave the streets fouled that it's a situation that's just not going to improve. Enforcing the fines is just not possible, the dog wardens have a full day's work just trying to round up strays and inspect the homes of prospective new owners, so I think the best way forward is to pay for the streets to be cleaned with the proceeds of a dog licence fee.
