    I spoke with the Lady at DDC in charge of the Dog-Warden and she adbvised me that there are 3 live prosecutions; that was a little while ago, but they do prosecute, but they need evidence - photographic evidence is best - of the dog and the owner.

    Some entrepreniarial type could ask the Council if they would pay a commission for every dog-owner caught not picking up his dog's mess.
    The Council would get more income at very little cost and the pavements etc. would be cleaner.
