    As Stewart mentioned above, it was The Dogs Fouling of Land Act 1996 that made the big change, preceded by lots of publicity and employment of more dog wardens. It made it an offence not to clear up after you dog not only on a footpath but on any road in a 30mph zone.

    This was superceded by the Clean Neighbourhoods and Environment Act 2005 - just the guidance notes on dog control are 16 pages long, something to think about when you're thinking of taking on a pooch for the first time!
