Actually it's not wrong in my opinion, it's just a bit archaic. The word 'advised' is used in two senses in the same sentence; firstly you are being informed that the slipway gets slippery (the verb is in the indicative mood) and secondly you are recommended that caution be taken (where the verb is in the subjunctive mood). I suspect the wording has been lifted from more ancient signs which may have been there in the past. We don't see the subjunctive much nowadays - 'if I were you' is the only everyday usage of it I can think of.

There's a word missing in the top section in my opinion: Insert "that" between "and" & "extra" in line 4, and/or "should" inserted between "caution" & "be" in line five.
Alternatively, replace the sign with one that reads "WARNING - keep well clear unless you know what you are doing"

As it stands now, only people who at all times recover craft should take extra caution, presumably because they must be tired of doing it 24/7
