    DHB initially announced that they were going to do this back at the end of 2010 as part of their (un)planned redevelopment of the Eastern Docks. They then re-announced it as part of the initial £12m (approx) phase of the redevelopment, previously announced, in August 2011 (I think it was August, it may have been a little earlier). Then they announced it again the week after the last public PCC meeting in May this year as part of the same spending that was announced the previous year and now they have re-announced it again.
