  You are wrong there sir.most of the public from Dover. and Deal ,and other towns and villages do care where the sand comes from as said many times already the goodwins sands are a war grave and home for a lot of sea life,and even birds and there has already been taken to much sand from the D,H,B over the years, there are other places where they have used before in getting the sand but because of the cost .they want to take more from a war grave.
