    Having pondered over all this, and asked myself the question: why does DHB outsource so much employment to other firms?, I came to the conclusion that perhaps it is to reduce the burden of the pension pot, which DHB must fund.
    The less DHB staff, the smaller the pension liabilities for DHB, where-as outsourcing work at the Port means leaving private firms to send in workers who will not be part of the DHB pension scheme, thus reducing costs for DHB.

    Could this be the reason?
