not that simple paul, i assume you are replying to keith.
councillors can read plans the same as any layperson, where they inevitably fall down is knowing regulations.
officers can blind councillors with science quite easily, i have been to public meetings on planning and the officers have great tomes in front of them and a selection of cliches/jargon speak designed to frighten the life out of anyone challenging them.
it is in the interests of planning officers to turn down as much as they can, anything passed that then causes controversy puts their jobs at risk.
