    There are clearly defined rules about when a local authority can withhold information from its residents, these mostly cover commercial confidentiality matters, as DDC have argued here, though they will be obliged to fully disclose once the contracts are signed and binding on both parties.

    Of course failing this full disclosure of the parties will come when planning applications are submitted...

    If you believe the authority are breaching the relevant rules or over applying them then you have recourse to the Local Authority Ombudsman's Service.
