The Yarrabah Council water manager accepts he does not speak on behalf of all indigenous people.

"We never walk alone if we have our culture, ancestors and family over one shoulder and the Holy Spirit on the other.
"And until we discipline those who binge-drink and neglect their families, we will remain mired in poverty, tragedy and despair.""
