3 February 2015 12:44278147What a crock, I can't see this will change peoples behaviour in any way those that dont pick up after there dogs are not going to just so they have the chance to win £25 when every time they don't pick up they are risking fines of £50 plus.
As a dog owner I pick up after my dog not because of the law or chance for a pat on the back but because it is the right thing to do.
