Jan is quite right, a report commission by DDC in the 80's said just that and it proposed that a part of Pencester gardens be developed to provide a 'centre of shopping' in Dover. That was a non-starter even without the huge public outcry against the idea.
Dover is disadvantaged by that long shopping street to which you refer and no real 'centre' plus the demographics, geography and the way Canterbury sucks in the decent stores. The probem is that combination of factors, not just one or two of them. Deal has slightly better demographics and a real more focussed centre thanks to which it has overcome its geographic problems.
