  David - there are very good senior staff and Councillors too....
  
  They also find it frustrating, sometimes battering heads against brick walls to get things done. The system is too complex, too slow.
  
  You might also have a go at the NIMBYS who object to any kind of development. Likewise if the streets get strewn with rubbish the fault is the people who throw it not those charged with cleaning it up. A street might be perfectly clean one minute only then for some filthy people to ruin it 5 minutes later.
