Apart from the Myth that politicians of `all` Parties are `not controlled`in how their members vote there is another major
Myth that members are in `control`.
The fact is Officers are in control over the members.eg.When leader of the Council I had an Officer mentor I trusted and I
tested him on the changes I intended to make.Many he agreed with,not from a political point of view,purely if they were legal
and would improve the Council but when I put my ideas forward on the Budget we had our first clash of minds.
At the time we had to put the Budget to the full Council I was told the facts of life and true situation.
No administration what ever colour has full power over the money the Council have to spend.
The fact is,when I was leader, 93 % of the money available was already ear marked,spoken for,mandatory..all I had to play
with/use was ...7 % ....petty cash....
Way back when I challenged the present leader his defence to the group was that he had just given the `group` Council the
best Budget ever...balanced/sustainable and we all agreed with him...........it was a load of cock
.Foot note.When leader there was an Officer management team ( where true control was ) where all major proposals were
hatched.
After a few months of my insisting that I needed to be a member of that team the Chief Executive was refusing.I consulted
my Officer mentor to find a way around the problem,he told me that the CEO could not make me out and did not know how
to handle me and my requirements because I had a home in a higher tax bracket than him a big BMW with a personal
number plate but did not have a plum in my mouth.
Perhaps if I had gone to Eton things might have been different?
