  Yes Howard when I first got that press release I didnt know what it was about, it required study, but much like the one last week farming out the phone age care service, it is a minor masterpiece of spin. Is it a Frederick Scales thing? He seems to like presenting the facts in this way.
  
  Yes behind the scenes as with the other money saving schemes announced earlier, it will certainly mean job losses, I would suspect so. It saves money but loses jobs...simple enough. 4 into 1 wont go easily, not without somebody experiencing pain. But then on the upside it saves us a possible increase in council tax.
