    Not sure I'm missing something, but as far as I was aware, Charlie wasn't at the meeting and I didn't notice any real animosity across the floor.

    When I became a Councillor back in 2003, it was known that if the Housing Revenue Account stayed as it was, it would be in deficit by 2008/9. Now it is increasing yearly by quite substantial sums, partly due to East Kent Housing and ALMO (Arms Length Management Organisation) and partly due to prudence by the ruling administration.

    The money won't be spent now, but whatever and whenever it is to be spent, it will come before full Council for approval and most of it will be spent on housing related expenses.
