    The point is they weren't spending the money on housing repairs in the first place!!! Otherwise there wouldn't have been so much built up would there.

    Now, the money will no doubt be spent on stopping Dover District going broke quite as quickly as it otherwise would. That of course is a warped and cynical view, but mine notheless!
