    I am not segregating cigarette or gum offenders but litter in general and the need to make examples as in Lincoln where they have achieved 5* rating for cleanliness. They name and shame offenders and there is total co-operation with police and the City Council enforcement officers as well as CCTV.

    In Dover the police do nothing and there seems no enforcement for litter offences or monitoring by CCTV which the town has.

    Yes the Fast Food outlets have a lot to answer for and maybe a "cleaning tax" should be levied on them also shops that sell gum as the gum problem is usually outside these establishments ( Pencester is a splendid example as well as Ladywell).

    It is also the need to educate and I wonder what education programe with schools etc the Council have. Perhaps one of the Councillors who read ,and sometimes contribute, can enlighten us.
