  U.S. to allow small knives to be carried onto airplanes

  It could have to do with Sequester. This implies less people employed, including airport security.
  So there might be a compromise, to allow people to take penknives on board rather than doing a thorough security check, owing to a cutback in personnel.

  There can not be any sensible reason for allowing knives to be carried on a plane - in a suitcase maybe, but not in the cabin.
