    Ah no, Bern! There is a general agreement from all parties, including UKIP, and of-course the 3 mainstream parties, that there should be an election reform, so that all the votes do not go to the one candidtae of a giant constituency who got the most single votes.
    So licencing off Councillors and Council staff cannot be put in connection with the expressed wishes to introduce an election reform for Parliament.
    If lack of funds for Councils will mean that the Council staff have to be decimated in number, or quartered, or halved, then so be it, but it's a separate issue!
