A lot do help pay for them as they are necessary and you would loose staff otherwise. At place I worked forklift and first aid was paid for by company including refresher etc. If people did not have the training they would not know where they stood either in regards to their own safety or others around them. As if I am not trained in machinery I don't touch it, where as I have seen people who have been trained end up injuring themselves using short cuts or not being aware as so much of a habit. At end of day it is the risk to people/workers. You would be screaming if someone hurt themselves or injured someone else or others as at the end of the day. Seen people not bother with PPE and hurt themselves. Maybe a good thing the tool hire companies instruct people who do not use machinery before they use it including some indication of required PPE and safety for others too.

For awareness training, there is no need to repeat a full training course every year, however some suitable refresher should be given. This can be given as part of other health and safety updates. (HSE)
