Totally agree with Mark and Barry. A radical solution is needed. We need to condense and concentrate the shopping area and amass it all together in the town centre.
The Charlton Centre should be bulldozed asap, and there should be no shopping at all north of the Tower Hamlets/Bridge Street junction. Everything up from that (ie: the whole of London Road to Buckland Bridge) should be housing.
The DTIZ should be fully excavated purely for its historical/archaeological treasures (who knows what amazing finds lay there?). It should then be landscaped into an interesting urban park, with low-rise, sympathetically-designed cafes, restaurants and historical visitor attractions (note: no Chavsda breeze block urban carbuncles), meandering up to Castle Street, linked through into King Street/Bench Street and the Market Square and also Pencester Gardens. The retail hubs should be redefined and centred intensively around the Market Square, Biggin Street and Pencester.
Limited traffic should also be reintroduced into the Market Square and Biggin Street.
