  SIR - If the American prison system creates a much better deterrent than our "cushy" system (Letters, March 3), then why does America continually have the highest rate of incarceration in the world (over four times the rate in Britain)?
  
  Surely if the deterrent were working, fewer people would commit crimes, and the prison population would fall.
