    "we are a very low crime town, anti social behaviour is another thing altogether but suspect we are not as bad as the majority."

    If we treated anti-social behaviour as criminal, and if we could be arsed to report it to the police and get a crime reference number, then the picture might be different. Until we do, nothing will change.
