Jan - local parties (I can only speak for the Conservatives here) choose their own candidates and agree their policies for the local election with no reference to the centre. They are nevertheless fully signed up Party supporters and the elections where candidates are chosen by the local Party are official Party candidates, not independent.
Political Parties are not monstrous centrally controlling conspiracies at all, but are made up by individual people, local people, who care about their community and the policies needed to improve them. They feed to the centre far, rather than the other way around.
The Party label binds that group of local candidates who share common values and have a particular outlook on life. It gives the voter a good idea as to those values.
I do find it very funny the misconceptions and misunderstanding people have about how the parties work.
