    Alan I think the notion here is that it will save money rather than cost money. As I understand it and I must admit Im not entirly up to speed on the in and outs of rubbish collection..but hasnt there been a goverment directive on smelly waste as they call it. They are committed to collecting that regularly where they can be less regular with the non smelly stuff. I think I remember david cameron talking about 'smelly waste' the other week.
