    As #1 says

    Dover District Council is facilitating the early development of the project which is likely to be delivered and managed by an independent charitable trust.

    This is a Commonwealth memorial so one would expect such as finance/design to be sorted at a national, and indeed international, level.

    One would also expect DDC's input to be limited.
