In all seriousness the infrastructure of the UK was transformed in the 18th and 19th century with gangs of people equipped with little more than a wheelbarrow and a shovel who built the canal and railway system.
Surely with a huge labour force twiddling their thumbs all day it's an ideal time to do the same.
High speed lines could cover the country and a wide lock canal from Jock-land to the south with branches to centres of population would provide both a 'greener' transport system (ready for an upturn in the economy) + a means of shifting water from the north (wet) to the south (dry).
