This is probably a euphemism for foreign chaps and chapesses. Its a good idea in some respects, but it won't sway the bigots, and the more tolerant among us will have already have extended the hand of friendship. This is true for both the local people and for those from outside the area.

The Samphire lot are trying to justify their existence so that the lottery money keeps coming. They were set up to assist detainees in jug. Our detention centre is now closed and when it was open none stayed in Dover after release so they are trying to drive a wedge between local residents and newer arrivals from Eastern Europe by trying to suggest there is a problem.

Howard is absolutely correct. Here's a copy of their latest annual report which states
' The closure of the Dover Immigration Removal Centre (DIRC) at the end of 2015 meant an end to our Detention SupportProject. As this project was the main reason Samphire was created in 2002 (under the name “Dover Detainee Visitor Group”), its ending meant that Samphire had to engage in serious “soul searching'

It would appear that they have successfully searched their souls and now found another scam to apply for funding from lottery
http://gotlottery.uk/big-lottery-fund-samphire-6-443870 and others
http://www.samphireproject.org.uk/about/current-funders/ so that they can continue spending literally hundreds of thousands of pounds a year
http://opencharities.org/charities/1106667 on mobile phone cards etc and paying their ever expanding group of paid employees
http://www.samphireproject.org.uk/wp-content/uploads/2015/09/Job-Desc-DS-Coord-2015-1.pdf
In passing one wonders why mobile phones and cards are so necessary for those who had been detained for breaking Immigration Laws other than for 'phoning all their mates in West Africa to say 'Come on over lads! I've told Immigration that I'm in fear of my life as I'm a Christian/Gay/in fear of Boko Haram/opposed to the lawful government and they are about to give me asylum, in the mean time there's a load of self-loathing do-gooders in Dover who can't do enough for me whilst their own use foodbanks and sleep in doorways!'
(on the plus side they are offering a free cuppa at the Community Centre so I presume you'll be joining me Howard?)

This sort of money should go to the Riverside Centre, under Age UK. To boost our elderly. People are under the wrong impression that our Elderly are funded by the Government. No such thing.
The Riverside centre relies on any funding raised by applying for funding and people inventiveness. Also they have to pay for everything, now. Subsidies have disappeared. So bathing, transport, food everything has to come out of the meagre pensions they received.
This aught to be pushed and made public - it is a disgrace how our elderly are penalised.
Added to which as #7 has pointed out, people will still be sleeping in shop doorways this winter etc.
As an addition - when is the Dover Community Centre going to open. Thank you.

Well said Christine.
Just to add the Age Concern Shop near the Charlton Centre sends its proceeds to Riverside so donations are always welcome.
Except in very special circumstances we should primarily be supporting those who have already lived in this country for a few years regardless of age or where they originate from, rather than the new immigrants.

I checked with Dover SU2R who are hosting this - They say thanks Howard for reposting this - they get no funding from Samphire or CTiD or Hopenot Hate - I don't believe in post-truth politics which is why I went for accuracy over speculation. I also asked about the wording on the poster and they said the word 'new' merely meant people you didn't know before and they hope to see local people from trad. sector of Dover community - community cohesion and understanding is the aim - Peace and Love everyone, specially in our great outward-looking and undervalued port town.

Do come along to the Community Tea, or to the Folkestone Road Community Hub which Samphire facilitates at the Clarendon and Westbury Hall every Thursday evening, to learn more about Samphire's community work. We'd love to chat with you about what we do and seek your views about how we can work together to help Dover thrive.

Hopefully the next community tea will be somewhere else, fly posting from the group has not been removed. I think it should be treated in the same way as fly tipping but with a much smaller fine of course.
