    Just a technical note on what Sue said. I assume Sue that your phone is a "cordless". As a general rule these phones have no backup batteries and will go dead in a power failure. Everyone sould make sure that a "normal" phone is always plugged in. The phone system is powered by 50v batteries at the exchange.

    Moblies should not be relied upon either, if the cell base station (green box next to a pole) is in the blackout area then the mobile won't work either.

    If you need to rely on a phone make sure it's a wired one.
