    I think that most of the gardens that back on to the alleyways and that includes Folkestone Road for the bottom Alley, and Clarendon Street for both and Place for the top alley, the vast majority of neglected gardens, are where tenants rather than owner-occupiers, live. I also think the landlords should bear some of the responsibility.
