Well, let's think. If something is on display 24/7 in all major shops, perhaps it becomes The Norm. Imagine if something clearly publicly unacceptable like hard core porn was on shelves behind the person serving you when you went shopping. How long before it became acceptable and The Norm? Not noticed, freely available, and people start shouting about it being a human right to access it and an abuse of human rights to try to shut it away, and leaving it lying around for others to see (or breathe in in the case of fag smoke). That isn't as weird or fanciful as you think. In the US, where gun crime is endemic, guns can be bought just about everywhere - even in some banks!
And before you all start shouting at me I am not equating smoking with hard core porn, just making a point.
