    It doesn't have to cost a fortune, and tourism doesn't depend on the developments we have discussed, which are a separate issue. The developments in St James are domestic and in house, the tourism issues are outward facing and need different strategies. We do have a great deal of history here, but we also have beauty and more to offer, the trouble, as Keith points out, is lack of will, cohesion and strategy.
