    Judging from the amount of litter Asda left behind to blow around Pencester Gardens after their presentation there I would not hold out too much hope of their clearing up.

    Clearing the garden is a no-win situation for the council. If they do (and there is a contract for grass cutting and a litter collection for the bins provided) people will complain about the cost of clearing up after those who should know (or should be taught to know) better. If they don't people will complain about them not spending. Where is the cut off point between public spending and public destruction?
