    I think the zero-tolerance is a good thing and a move in the right direction, but common-sense has to prevail; there's a world of difference between a plaster covering blowing away from someone and fish and chip paper (and sometimes the chips too) being thrown down.

    If they fine people for dropping cigartette butts, there must be millions of pounds to be made.
