    The other day on walking through Pencester gardens I noted all the litter bins were full up, and some litter was lying around on the green.
    The seafront litter bins always seem full in the evening.

    So people do throw litter in bins, but these need emptying more regularly, even twice a day in the Summer period. Seagulls are notorious for emptying rubbish from overflowing bins.

    As for getting a fine for something unintentional, such as wind blowing paper out of your hand, one does not need to pay it, if you can reasonably prove it was not intentional.
    An appeal is there for things like this.
