just a note that some enviro people who have been working in folkestone [kieth s knows who i mean],will be working in dover as from tomorrow.so if any smoker unwittingly drops his ciggerete butt on the street its a fixed penalty fine of 80 quid.quite heffty fine really.
but what makes me larf is that it looks like they on pease work more they catch the more they earn, apparently so i am told out the 80 quid they get 45 smakers in there pay packet.so if one nobbles 10 a day thats 450 quids in there pocket.but how true this is i dont no.
so be warned.

Be careful if you take something out of your pocket and a piece of paper, a receipt or similar, falls to the ground, you will receive a ticket! no discretion will be shown if the way they operate elsewhere is the benchmark.

my understanding is that our forthcoming enforcement officers will be working with that system.

That's a positive step, and good to hear.

there was an incident up north where a woman peeled the wrapping off a plaster which blew away in a strong wind and she got an instant fine, i hope that sort of thing doesn't happen here.

The other day on walking through Pencester gardens I noted all the litter bins were full up, and some litter was lying around on the green.
The seafront litter bins always seem full in the evening.
So people do throw litter in bins, but these need emptying more regularly, even twice a day in the Summer period. Seagulls are notorious for emptying rubbish from overflowing bins.
As for getting a fine for something unintentional, such as wind blowing paper out of your hand, one does not need to pay it, if you can reasonably prove it was not intentional.
An appeal is there for things like this.

I think the zero-tolerance is a good thing and a move in the right direction, but common-sense has to prevail; there's a world of difference between a plaster covering blowing away from someone and fish and chip paper (and sometimes the chips too) being thrown down.
If they fine people for dropping cigartette butts, there must be millions of pounds to be made.

I hope fines apply to chewing gum too. Dreadful stuff and very expensive to remove from pavements etc.

Why do I get the feeling the enforcement officers will look like they should be on the door of a night club?
