Absolutely, which is why there need to be those 24 hour services. But there are many people who could manage at home with the right support, but are not offered or provided with it. Residential and nursing care provision will always be needed by a few people - but community care and support - IF it is provided and managed properly can work, and can work well. The problems arise when it is not "policed" or funded properly. There are very few excuses for carers turning up in such a haphazard way, and it should not be tolerated by the provider .
