    Because they had not 'learned' to claim asylum. In the eighties/nineties there was a huge increase in asylum applications covering groups of people who would never have been considered under a stricter interpretation of what was originally intended by the UN back in 1951 plus it became widely known by the punters that asylum applications, however frivolous, would be dealt with whilst applicant remained in UK.
